A New Capital City Builds Its AV Before Its Roads

Most AV projects are retrofits into buildings that already have a plant room, a cable route and someone who knows where the breakers are. The Otorita Ibu Kota Nusantara project published by Extron on 12 October is the opposite case. OIKN is the Indonesian authority building Nusantara, the country's new capital in East Kalimantan, and it needed a command centre, a war room, a boardroom and an auditorium to oversee a city that is still under construction. Integrator PT Intav Prima Solusindo delivered the four spaces on Extron NAV Pro AV over IP with NAVigator management, a video wall processor, ProDSP audio processing, XPA amplification and IPCP Pro control, in 45 days, on a site several hours from Balikpapan airport with local infrastructure still being built.

Three numbers in that brief explain the design. Roughly 3,000 CCTV feeds plus dashboards and reporting tools had to resolve into one operational picture, which makes the command centre a multi-viewer problem before it is a display problem. The 45-day window forces pre-staging: racks built, addressed and burn-in tested before they ship, because there is no local electronics shop to drive to. And the distance from any service base turns long-term reliability into a design requirement rather than an aspiration - when a technician cannot be on site in two hours, remote diagnosis and standard spares replace the field visit.

Greenfield civic projects also tend to arrive inside a single budget envelope. When video, audio, control and computing are bought from one number, every extra SKU competes with the display it was supposed to serve, and the winning designs consolidate layers instead of adding them: one transport, one control platform, one audio network. The final constraint is usually the least discussed - the operators. Staff with little or no AV background need a touchpanel that shows sources, layouts and rooms rather than a matrix of crosspoints, which is why preset-driven operation appeared in every one of the four spaces.
