AV in Secure Custody and Video Visitation Rooms

Video visitation and remote arraignment moved from pilot projects to routine infrastructure, and they pulled a category of building into the AV market that had largely avoided it. A custody facility now contains visitation booths, a hearing room that links to a courthouse, a control room that watches both, and a paging system that has to reach every housing unit. The equipment looks familiar. The rules around it do not, and they change the design more than any specification sheet does.

The first rule is that the room belongs to the facility, not to the person in it. There are no guest-accessible inputs, no free USB ports, no casting, no local menus and no wireless of any kind, because a radio in a visitation room is a contraband vector. Endpoints are single-purpose: a camera, a display, a handset and a call button, wired back to equipment that the occupant cannot reach. Displays sit behind polycarbonate or inside a tamper-resistant enclosure, mounted so that the fasteners are not accessible from the occupied side, and cables run in conduit rather than surface trunking. That is also why HDBaseT earns its place here: one Cat cable inside conduit replaces a bundle of HDMI runs that would each need its own protection and its own failure point.

The second rule is that the failure mode has to be safe and visible. If a visitation endpoint loses video, staff need to know immediately rather than when a family arrives. If the network drops, the room should return to a defined state - screen blank, audio muted, indicator showing no call - instead of the last frame frozen on glass. Locking EDID per output and setting a fixed output resolution keeps the link from renegotiating at the worst moment, and a watchdog that restarts an encoder but stops after three attempts prevents a device from flapping all night. Paging and lockdown notification run on their own priority class, and the AV system takes a read-only feed from it so that a scheduled announcement is never queued behind a media player.

The third rule is about time. Every maintenance visit needs an escort, a movement order and a window, so the cost of a truck roll is measured in hours rather than minutes. That changes the arithmetic in favour of remote diagnostics, of one spare pre-positioned on site, of connectors that can be swapped without removing an enclosure, and of documentation detailed enough that a local technician can be talked through a fix. Amtune's seamless hybrid matrices and HDBaseT extenders keep switching and transport in the equipment room, Dante audio modules handle paging and hearing audio on one clock, and AV-over-IP decoders let a remote courtroom appear in a hearing room without a dedicated point-to-point circuit.
